Municipal Sustainable Energy Transition Support Programme (MSETS)

Promoting sustainable energy in municipalities, focusing on renewable energy and energy efficiency.

The objective of the project is to pursue SEA’s goal of promoting sustainable energy in municipalities, focusing on renewable energy (RE) and energy efficiency (EE). It also aligns fully with the SAGEN programme objectives. The project will provide support in the following areas of work:

  1. Cross-cutting work around knowledge management, including maintaining and upgrading two existing city support websites, general sustainable energy strategy guideline development, and holding capacity building sessions (historically called ‘network meetings’) with municipal staff on current topics.
  2. Integrating Small-Scale Embedded Generation (SSEG) into municipalities, including application processes, capacity building, technical standards, tariff support and opportunities for SSEG on low-income households.
  3. Developing new business models in response to global energy transitions and the shift from electricity-sales-based municipal financial dependence, including focused work on cost-of-supply methodologies for municipalities, and wheeling frameworks.
  4. Energy efficiency capacity support for municipalities, including managing a fund for external consultants to undertake specialist support, and capacity building exchanges amongst metros.
