USAID is partnering with the government of South Africa

to provide support to the government's green growth agenda. The Program is designed with a focus on strengthening public sector-related development planning and project development capabilities for low-emissions development.

                                 
USAID is partnering with the Government of South Africa to provide support to the government's green growth agenda. The Government of SA has identified pressing, unmet, capacity and analytic needs with regard to low emission development planning and project development, including the mobilization of development finance and private sector participation. The Program is designed with a focus on strengthening public sector-related development planning and project development capabilities for low emissions development. In addition to providing technical assistance and capacity building, activities will facilitate private sector participation in potential low-emissions bankable projects through identifying project opportunities, bringing relevant actors together and facilitating feasibility studies and innovative financing models. USAID and Government of SA agreed to focus efforts within priority areas of the Near-Term Priority Flagship Programs as discussed in the Climate Change Response White Paper, including Transport, Waste Management and Energy Efficiency and Energy Demand Management.

This will include work along the lines of:
• Analysis of the existing low emissions marketplace in South Africa where a number of compelling and innovative ideas have been developed, but the concepts lack project development planning, and partnership development support to convert these ideas into meaningful GHG reductions that are in line with the Government's “Peak, Plateau and Decline” strategy
• A Project Management Office which will facilitate low emissions project development by providing a suite of services such as the development of project feasibility, emissions reduction and sustainability studies, identifying potential incentive programs, financing strategies, project design/engineering services, and assistance in the application process to existing low emissions development funding sources
• Targeted capacity building for officials within various levels of government within SA for sound, low emissions project identification, prioritization, development, engaging with DFIs, and other strategic areas.
