This project supports the review, update and implementation of the City of Johannesburg’s Climate Action Plan (CAP), strengthening the City’s response to climate risks while aligning with evolving local, national and global climate commitments. The project is led by the City of Johannesburg, with technical support from Sustainable Energy Africa (SEA) in partnership with the Council for Scientific and Industrial Research (CSIR), and funding from UK PACT (Partnering for Accelerated Climate Transitions).

The evidence base for climate action will be improved through the update and generate a series of city-scale greenhouse gas emissions inventories and integrate the latest spatialised data on climate hazards and vulnerabilities to identify people and infrastructure at high risk. This improved data will guide more effective and responsive climate planning, infrastructure investment and impact monitoring, whilst enabling the assessment of progress against existing climate goals.

A robust stakeholder engagement process involving City departments, other government entities, youth, businesses and other key stakeholders, aims to ensure that Johannesburg’s climate action is evidence-based, locally driven and reflective of the needs and priorities of its residents. Engagements seek to promote improved coordination and collaborative climate action across municipal departments, and between the City and other stakeholder groups, whilst also investigating ways to improve communication of climate action progress.

In addition, the engagement process aims to accelerate climate action by identifying enablers and leveraging opportunities for climate investment, and sharing lessons learnt in overcoming challenges, based on action implementation experience to date.

This initiative represents a vital step toward a fairer, low-carbon and climate-resilient future for everyone who calls Johannesburg home.
