This project will build capacity and consensus amongst sector leaders, through evidence and conversation, for clear electricity sector reform policy direction required to unlock renewable energy and related emissions reduction. It will develop a conducive environment for investment in energy transition infrastructure, while ensuring the public good and protecting poor households. Piloting this in three municipalities will contribute direct renewable project development, and legal and contractual frameworks for promoting renewable energy and just transition.
